User CommandPromt with system right

I want to use dos command with the right system (not administrator)
for example, when using the command "at 00:00:00 / interactive cmd.exe"
then when it appeared at that time 00:00:00 cmd with system rights, not management.
but I want to know more, any more right to call cmd with other systems to prevent the task schedule is disabled.
I use the right CommandPromt system because when I want to use the program without administrator rights
