how do i make a batch to enable the "quick launch" toolbar? is this Q suitable for this forum?

i am not sure if my question is suitable for this forum but

AA=%APPDATA%\Microsoft\Internet Explorer\Quick Launch

1. right mouse click on taskbar
2. go to toolbar
3. go to new toolbar.....
4. insert this in the box %APPDATA%\Microsoft\Internet Explorer\Quick Launch
5. clcik ok

how do i make this in a batch to enable the "quick launch" toolbar in win 10?
