Close/open Excel file on a Remote Server

Hello,
I have an excel file that must stay open on a Terminal Server. This server is running an application that automatically dumps data into the excel file.
What I need is to be able to have the user run a batch file that will close the excel file so he can modify the structure of this file and then when he's done modifying it, rerun the batch file so the excel file is open again - so the application can start dumping data into it again.
The user is a 3rd party so for security reasons, I don't want to give him direct access to the server itself. He will be accessing it through a terminal client and will have access to the application that dumps the data to it.
I thought of having a scheduled task that can open the excel file upon execution of the batch.
Any help would be much appreciated.
