Urgent need of help .bat / php code

Hi i got this problem of mine...

i wanna get a .bat file to run with the help of a schedule (every 30 min) so i have made aswell.
however the problem is that i wanna get the .bat file to make so that it uppdates a database as such here ....
uppdate konto set pengar=pengar + 30000 //this will make so it adds 30000 to the datacells under pengar... plz help me with the .bat file to run this script

i am a very big noob so please explain ure code. ive tried to find information on how to make a proper .bat file correctly found nothing... (wierd i guess)
