As far as i know: Not with pure batch.

But you probably could change the group policy with WMI (guessed from: C#, Powershell, VBScript, ....):

This tool may also help you to create a C#, Visual Basic.NET, or Visual Basic Script source:

You could then write a hybrid batch file.
