PC gets shut down when i trying to play video files or games

As most of the other answerers said, it is most likely an issue with your Graphics card and/or CPU. You need to make sure that the video, game, application, etc. meets your hardware specifications. So check the minimum or recommended requirements to run your application, etc. This can be found either in a readme with the application or on the manufacturer's website. If you feel your hardware is unable to meet the specifications of many applications, you should upgrade your system, buy a new one or try the more resource demanding things on someone else's computer or just give it a rest for the time being.

Regarding not being able to restart or shut down your computer would most likely be due to a virus. So if I were you, I would:
-Install the application.

-Attempt to boot/start your computer into 'Safe Mode'. Let your BIOS screen come up. This is most likely the black screen with gray or white text that comes up before Windows or whichever Operating System you have. If you have Windows, keep pressing F8 on your keyboard, until you get a list of booting options such as Safe Mode, Last Known Good Configuration, etc.

-Go to Safe Mode, using arrow keys and click enter. Now run a whole computer scan using AVG for any viruses.
