copybyte.exe - copy specific bytes

I found this utility on a gta 3 rip. I searched google and found no additional information

COPYBYTE 1.04 (c)oded 1998 by Hankman

USAGE: copybyte.exe sourcefile destinationfile [-s <sourceoffset>]
[-l <length>] [-d <destoffset>] [-deof] [-seekeof]

Copies <length> bytes from source file to destination file from <offsets>.
-deof: append to end of file of destination file
-l1 is same as -l 1
-seekeof: seeks first to source eof then back (useful for broken CD files)
Numeric values started with $ or 0x will be treated as hexadecimal notation.
