Can bat do the following process:
1. Open only folder / directory & Display in Windows style?
2. Start / run on Program Shortcuts?

I'm not sure I understand your questions . . .
1) explorer "c:\path you want to open"
2) start "" "c:\documents and settings\all users\start menu\programs\internet explorer.lnk"
or if it's in the path, just:
start "" "winword"
