Batch convert jpg sequence to mp4

Hello!

I have a root directory that contains multiple sub directories with jpg sequences.
Each sequence has a unique name and frame count.

Is it possible to create a bat file that converts all these sequences to an mp4 file, while keeping the same name as the original jpg sequence,.. and keeping the output file in the same directory that the jpg sequence resides in?
